Hazardous waste management system in Tajikistan
Along with the real environmental problems that are "shouting at the top of their voices", in Tajikistan there is a fairly urgent problem for the population, which calls pesticides. The greatest danger is the disposal of stocks of obsolete pesticides. The potential danger to people and nature associated with the need to destroy pesticides is extremely high. Today, the large number of toxic stocks has accumulated in many countries of the world, as well Tajikistan is not an exception, rather the rule. Uncontrolled storage of banned and obsolete toxic chemicals in disgusting conditions poses a potential threat to human health and to the environment. Many pesticides are obsolete and the packaging material in which they are stored in warehouses is destroyed at that time, while concentrated poisons enter the environment through the soil and groundwater. The South Khatlon region of Tajikistan accounted for a large share of obsolete pesticides (62493 tons). Today, according to various statistic sources, in Tajikistan up to 90% of pesticide warehouses are used for other purposes that is in poor condition, access to warehouses is free, there are no guards, fences, doors and windows and in some cases even there is no roofs. There are enough such facilities in the Shahrituz district and quite large funds are needed to manage all these facilities.
Public Organization "Elyor" recognizes that the work of one organization is insufficient in this area. The mobilization strategy should be built through existing network organizations, an example of which is the activities of the "Tajikistan without Toxic Waste" and coalition. It includes more than 20 public organizations and has established links with the National Center for the Implementation of the Obligations of the Stockholm Convention on POPS. The work should be carried out in three different directions:
1. Information and explanatory work among the population of the southern regions of Tajikistan on the standards for the using, storage, transportation and disposal of pesticides and containers from under them. It is extremely important to carry out this work in cooperation with the local authorities of the Republic of Tajikistan.
2. Legislative measures to regulate the process of cleaning territories from pesticides including obsolete ones. For the present time the legislation of the Republic of Tajikistan does not have a regulatory framework in this area, despite the existence of the necessary practices developed by the Coalition "Tajikistan without Toxic Waste".
3. Conducting a pilot campaign to clean up one of the territories of the Shahrituz district of Tajikistan to show and demonstrate the potential of public organizations to organize and conduct public monitoring.
Thus, the implementation of all three stages of the proposed problem for consideration is an important step towards achieving the problem.
