Improving co-Management at Caye Caulker Forest and Marine Reserves
The goal of this project is to improve sustainability of the two protected areas of Caye Caulker through community-based actions. These actions are compatible with the GEF Strategic Document , under the Biodiversity Focal Area, Objective 1: Improve sustainability of protected areas and indigenous and community conservation areas through community-based actions.
I. Strengthening capacity to improve FAMRACC’s co-management ability;
Output 1: Construction and function of an Operational Centre in Caye Caulker Village associated with the CCMR-HCMR office.
Output 2: Retrofit boat for optimal functionality.
Output 3: Design of a roadmap including business options for directing FAMRACC into operational sustainability within 5 years.
II. Sustaining core management processes for biodiversity conservation in Caye Caulker Marine and Forest Reserves
Output 1: Increased number of patrols to augment the Fisheries Department’s efforts to reduce the incidence of poaching and poorly-controlled tourism impact in CCMR;
Output 2: Improved functional ability of Community Technicians to reach Level 1 skills, including enhancement of skills to encompass Fisheries Department-collected data such as SMP, and commercial species assessment-including ongoing data collection.
Output 3: Littoral forest plantings, with maintenance and assessment in at least 25% of LF4 (new site); New mangrove plantings numbering 500 in combined sites in CCFR and Caye Caulker Village.
OBJECTIVE 1: Strengthening capacity to improve FAMRACC’s co-management ability;
Output 1: Construction of a Resource Centre in Caye Caulker Village.
Activity 1: Obtain written permission from CCVC for building extension, located adjacent to Fisheries Office;
Activity 2: Group consult with architect or other building designer to design extension, select group/contractor for construction.
Activity 3: Purchase building materials and build, through collaboration with FAMRACC.
Output 2: Retrofit boat for improved function
Activity 1: Purchase 60 HP 4 stroke engine, duty free, with 2 steering cables.
Activity 2: Design desired improvement on boat deck and select worker.
Activity 3: Retrofit boat to place deck.
Output 3: Develop strategic Roadmap toward sustainability for core management posts and functions, including expansion to desired optimal situation.
Activity 1: FAMRACC with business consultant investigates mechanisms to lead the group toward sustainability through consultations with APAMO, YCT, Blue Carbon, Strategic Partnerships.
Activity 2: Joint construction of Roadmap sustainability document for FAMRACC

OBJECTIVE 2: Sustaining core management processes for biodiversity conservation in Caye Caulker Marine and Forest Reserves

Output 1: Increased number of patrols to reduce the incidence of poaching and poorly-controlled tourism impact in CCMR
Activity 1: Review patrol logs and citation records from prior to project period in partnership with Fisheries staff including Mr Isaias Majil;
Activity 2: Design non-repetitive patrol schedule optimizing use of FAMRACC Marine Ranger to best complement partner Fisheries Department and provide optimal Reserve Marine Reserve coverage and continue patrols (n=68).

Output 2: Regular schedule of CT-assisted enhanced monitoring in place; data usable to
inform management decisions.
Activity 1: Complete 6 months of FAMRACC-Fisheries-CT monitoring to support a continuation of the rapid assessment for IMP update.
Activity 2: Review data collection activities in partnership with on-site CCMR
Fisheries Biologist and Manager following the Rapid Assessment to
arrive at final augmented (beyond current Fisheries Department level)
monitoring programme for CCMR;
Activity 3: Implement scheduled monitoring (27 trips in total)

Output 3: Littoral forest plantings, with maintenance and assessment in at least 25% of the Experimental Forest Littoral Forest (LF)4 (new site); New mangrove plantings numbering 500 in combined sites in CCFR and Caye Caulker Village.
Activity 1: Preparation of LF4 for planting (n=4 trips);
Activity 2: Bring school and maintenance trips into CCFR for planting of littoral forest seedlings and mangrove propagules (n=14).
