Creation of potential for greenhouse gas emissions reduction

Climate change is one of the greatest environmental, social and economic threats. To halt climate change, global greenhouse gas emissions must be reduced significantly, and policies to do so must be put in place and fully implemented. The main sources of man-made greenhouse gases are: burning of fossil fuels in electricity generation, transport, industry and households; agriculture and land use changes like deforestation; land filling of waste; use of industrial fluorinated gases. Lugansk region is environmentally challenging and community participation in combating climate change will help community’s meet their basic need for energy services, preparing the ground for the achievement of the MDGs and the UN environment conventions. The Project aims at community capacity building as well as mobilizing local people through CC awareness raising and introducing new local policies in CC focal area. The planned activities are: research on methodology to estimate green house gas emissions in Lugansk region, creation and work of community’s mobile laboratory for independent measurement of emissions and disclosure to local people, building their capacity to reduce emissions, information dissemination and knowledge management through the public ecological newspaper, established in the framework of the Project, wide information campaign targeted at local people and remote areas. The Project is well supported by different stakeholders on the local and regional level. It is important to mention, that neither CBOs, NGOs and even environmental protection department in the region do not have proposed mobile laboratory for making environmental information available to public. Creation of independent mobile laboratory will contribute to local CC policy development, and later practice dissemination in other regions.

Project Results

- First mobile laboratory for independent monitoring of greenhouse gas emissions was established in Lugansk oblast of Ukraine. A vehicle and Drager X-am 7000 gas analyzer, which allows to measure atmospheric concentrations of ??, ??2, SO2, NO, NO2, O2 and ?H4, were purchased.
- Methodology for monitoring of GHG emissions in Luhansk oblast and the Guide on measurement of GHG emissions were developed, published and disseminated.
- The mobile laboratory was put into operation and GHG levels were measured in some environmentally unsafe regions of Lugansk oblast.
- Information on GHG emissions in Luhansk oblast based on 6 measurement cycles was collected and used to prepare a report, according to which twofold excess of maximum allowable concentrations of dust and nitric dioxin was recorded in Alchevsk, hydrogen oxide in Alchevsk, Lysychansk and Rubizhne, hydrogen chloride in Rubizhne and Severodonetsk, and hydrogen fluoride in Luhansk.
- Newspaper “Ecoday” was created, the thematic scope of which is to inform people on environmental matters, highlight environmental problems and disseminate good ecological practices. Publication of the newspaper continues after the project completion. The first six issues were published.
- Public awareness on the climate change problem and the methods of GHG reduction was raised by means of holding 8 public events involving 810 persons: 1 round-table, 2 public hearings, 3 environmental lessons and 2 workshops.
- Publications “Methodology of greenhouse gas emissions monitoring in the region” (1,000 copies), “Guide on greenhouse gas emissions monitoring” (1,000 copies), “Report on greenhouse gas emissions monitoring in Luhansk oblast” (1,000 copies) and “Report on the GEF SGP project activity results” (1,000 copies) were published and disseminated.
- Energy consumption by Luhansk city residents was reduced by 12% since their awareness was raised on climate change and they received practical advice on how to prevent this phenomenon, which decreased GHG emissions by 50 t CO2e per year.
- 1413 persons participated in the project (476 women aged 25-60, 681 men aged 28-55 and 256 children aged 7-18).
