The objectives of the planning grant were to enable community consultations and sell the project concept, identify and mobilize disadvantaged members of the community using transparent processes to avoid conflicts, and conduct a socio-economic survey or needs assessment study to determine water supply and demand patterns.

All these objectives were achieved through the below mentioned activities;

1. Meeting Village Social Worker and Agricultural Extension Officers
2. Meeting with Gakuto Community Leadership
3. Workshop for Project Briefing and Selection of Roof Water Harvesting Demonstration Beneficiaries
4. Selection of Beneficiaries of the Rainwater Harvesting System Demonstration
5. Recruiting and hiring of Enumerators
6. Conducting Socio-Economic Survey

It was found that the respondends to the needs assessment were elderly, thirty five percent (35%) of respondents were over 66 years old. The results show that 56% of the respondents at Gakuto never went to school. Only 22.1% of respondents indicated that they had attended school up to primary school level. This category included those who attended school during the colonial period and did lower level classes of sub A and Sub B before they quit schooling and those who attended school after independence and attended up to standard seven.

It is therefore necessary to adjust to these emanating issues when implementing the Rain water harvesting project. This is because, the Rain Water harvesting project requires both somewhat literate people who can manage the suggested drip irrigation system adequately. It also requires people who are still active and be able to grow vegetables and manage the backyard gardens
